Ms. Martina Miles Johnson serves as the Defense Logistics Agency (DLA) Research & Development (R&D) Deputy Director. In this role, Ms. Johnson leads and coordinates ManTech programs, valued at $49M, that develop capabilities in support of the defense industrial base. These programs include castings, forgings, batteries, microcircuits, additive manufacturing, military uniforms and subsistence (food). Ms. Johnson also serves as Deputy to the DLA Principal on the Joint Defense Manufacturing Technology Panel and Senior Advisor on the DLA/U.S. Army Corps of Engineers Partnership Advisory Committee. In addition, Ms. Johnson leads internal and external stakeholder engagements including DLA’s Industry/Collider Day and Artificial Intelligence/Machine Learning/Generative AI Hackathon, coordinates the agency’s cloud computing platforms and lab implementations with its industry partners, and directs the Applied Research Testing and Emerging Technologies environment to support academic, industry and military services’ joint project efforts to adopt emerging technologies.
Ms. Johnson is a staunch supporter and advocate for diversity in the present and future workforce and routinely tours Historical Black Colleges and Universities and Minority Service Institutions to present career opportunities with the federal government and offer R&D project collaborations between faculty and DLA program managers.
Prior to this role, Ms. Johnson was the Program Manager for the Records Information Manager directorate and successfully led the organization in a National Archives and Records Administration inspection. Ms. Johnson also served as the Contingency Operations Portfolio Manager and Program Manager for the Department of Defense’s (DOD) Joint Contingency and Expeditionary Services (JCXS) program at DLA. The Contingency Operations Portfolio consists of several applications and projects that provide rapid acquisition and logistics support for our nation’s warfighters in the field as well as the DOD enterprise. JCXS is an information technology platform that currently serves over 1,200 users across all service components and combatant commands. Theater Contracting Commands and over 40,000 host nation vendors from around the world access the JCXS website for accurate and up-to-date contingency business information. Under Ms. Johnson’s leadership for the past 8 years, JCXS has expanded from one web service application to 10+ systems across the entire program.
Ms. Johnson served in the private sector for over 10 years with CACI as an instructor and integrator with the Standard Procurements System which inherited legacy service acquisition systems to support the DOD-wide procure-to-pay mandate. She also served at IBM as the Supply Chain Management Program Manager for DOD-wide implementations.
Ms. Johnson has influenced technological policy that has benefited DOD as a whole, including inclusion of the rapid deployment capability as captured by the Commission on Wartime Contracting Report and the Gansler Report. Ms. Johnson began her DOD career as an adjutant general in the U.S. Army in 1989. She’s a respected veteran with over 20 years of distinguished service in Bosnia-Hercegovina and during Operations Desert Storm, Iraqi Freedom and Enduring Freedom.
Lieutenant General Mark T. Simerly was commissioned as a lieutenant of Air Defense Artillery and awarded a Bachelor of Arts Degree as a Distinguished Military Graduate from the University of Richmond. LTG Simerly holds a Master’s of Science in National Resource Strategy from the National Defense University and a Master’s of Military Arts and Sciences Degree from the United States Army Command and General Staff College
His command assignments include Commanding General for the U.S. Army Combined Arms Support Command (CASCOM) and the Sustainment Center of Excellence (SCOE) from July 2021 to December 2023; Commanding General, 19th Expeditionary Sustainment Command, Daegu, South Korea from July 2019 to June 2020; Commander, Defense Logistics Agency Troop Support, Defense Logistics Agency Troop Support at Philadelphia, Pennsylvania from July 2017 to June 2019; Commander, 4th Sustainment Brigade, Ft. Cavazos, Texas from January 2012 to August 2013; Commander, 704th Brigade Support Battalion, 4th Brigade Combat Team, 4th Infantry Division at Ft. His military education includes the Air Defense Officer Basic Course, the Combined Logistics Officer’s Advanced Course, the Command and General Staff College, the Industrial College of the Armed Forces, and the Army Force Management School.

Mr. Matthew R. Beebe currently serves as Director of Acquisition (J7), Defense Logistics Agency, Fort Belvoir, Va. DLA is the Defense Department’s combat support agency for worldwide logistics, and acquires food, medical materiel, uniforms, construction equipment, 98% of the Federal Government’s fuel, and the majority of spare parts for military weapons systems. Mr. Beebe is the Agency’s Component Acquisition Executive and Senior Procurement Executive and in these roles is responsible for the development, application, and oversight of DLA acquisition policy, plans, programs, functional systems and operations for the annual Agency acquisition program exceeding $45 billion. As the Director of Acquisition, he oversees the Directorate as well as DLA Strategic Materials which administers the National Defense Stockpile for strategic and critical materials. He assumed his current role in July 2015.
Mr. Beebe has been a member of the Senior Executive Service since 2010 when he joined DLA as the Executive Director of the Joint Contingency Acquisition Support Office (JCASO). JCASO was established to orchestrate, synchronize and integrate program management of contingency acquisition across combatant commands and U.S. government agencies during pre-conflict operations, contingency operations and combat operations. Prior to JCASO, Mr. Beebe was a member of PMA Consultants, LLC, a program, project and construction management firm, where he established the new Washington, D.C. office and led business development efforts in the federal sector.
Mr. Beebe attended Clarkson College, Potsdam, N.Y., and holds a Bachelor of Science Degree in Civil Engineering. He was commissioned as an Ensign in the Navy Civil Engineer Corps in 1983. He completed his postgraduate education at the University of Illinois in 1989, where he received a Master’s Degree in Civil Engineering.
Mr. Beebe retired from the Navy with the rank of Captain after 25 years of service. His service included tours in the Naval Construction Force with multiple deployments to the Middle East and East Asia and a combined 17 years of federal acquisition experience.
Mr. Beebe is a registered Professional Engineer, a certified Project Management Professional, a member of the Defense Acquisition Professional Community, and a graduate of the Carnegie Mellon University Program for Executives. In 2022, he was appointed by the President to the AbilityOne Commission, which oversees the AbilityOne Program, whose mission is to tap America’s underutilized workforce of individuals who are blind or have significant disabilities delivering high quality, mission-essential products and services to Federal agencies in quality employment opportunities.
Mr. David Koch leads the Defense Logistics Agency’s Research and Development program, managing an annual budget valued over $100M. He oversees programs focused on castings, forgings, batteries, additive manufacturing, military uniforms, combat rations, micro-electronics, energy, storage and distribution, and other areas charged with fostering innovation in logistics and supply chain management. In January 2024, Mr. Koch became the first DLA Principal to chair the Defense Department’s Joint Defense Manufacturing Technology Panel as part of a three-year rotation.
Prior to this assignment, Mr. Koch served as the Deputy Executive Director of Mission Support in DLA’s Logistics Operations directorate, where he was responsible for early engagements with major defense acquisition programs and DLA’s support to the Joint Strike Fighter program.
Mr. Koch is a graduate of the U.S. Air Force Academy and received a commission in 1989. He earned his first master’s degree in Industrial/Organizational Psychology from the University of Nebraska (1997), his second masters in Logistics Management from the Air Force Institute of Technology (2004), and a third master’s degree in National Resource Strategy from the Industrial College of the Armed Forces (2008).
Prior to his assignment at DLA, he served on the Air Staff as the Strategic Initiatives Branch Chief, where he was responsible for managing the Air Force Maintenance Strategy (Air Force maintenance for the 21st century) and leading the Air Force’s Repair Network Integration Initiative. This initiative completely transformed the Air Force’s approach to off-equipment maintenance and streamlined valuable maintenance resources. Mr. Koch retired in 2012 after 23 years of active-duty service, having served in a variety of positions in maintenance and logistics at the squadron, major command and headquarters Air Force levels.
Mr. Adarryl M. Roberts was appointed to serve as the Director, DLA Information Operations (J6), Defense Logistics Agency (DLA) on August 2, 2023.
As the Director, J6, Mr. Roberts is the DLA Chief Information Officer (CIO), responsible for coordinating and integrating policies, guidelines, procedures, and activities to ensure effective, efficient, and economical information technology (IT) planning, acquisition, and management in support of DLA and the Department of Defense (DOD) missions and objectives. He is responsible for the management and supervision of all DLA IT policies and planning, and investment management to include cyber resilience, technical architecture and infrastructure, emerging technology, research and development, data management, and IT acquisition program management throughout the Agency and DOD.
DLA is the U.S. Department of Defense (DOD)’s combat logistics support agency, providing worldwide logistics support for the material and personnel readiness and sustainment of the Military Departments and the Unified Combatant Commands under conditions of peace and war. It also provides logistics support to other DOD components and certain Federal agencies, foreign governments, international organizations, and others as authorized.
Prior to his selection as CIO, Mr. Roberts was appointed to the Senior Executive Service and selected as the Program Executive Officer (PEO) DLA on November 4, 2019.
As the PEO, Mr. Roberts was instrumental in leading DLA’s Digital Business Transformation efforts to modernize, transform, and fundamentally change the way DLA provides value to our customers. He was the corporate provider of acquisition management services and provided overall direction and guidance for the development, acquisition, testing, systems integration, product improvement, and fielding for assigned DLA programs on behalf of DOD wide sponsors.
Before being appointed as the PEO, Mr. Roberts served as the Portfolio Manager, Enterprise Sourcing, Medical, and Contingency (ESMC), DLA Information Operations, Program Executive Office responsible for oversight and acquisition expertise across the life cycle in support of the DOD and DLA user communities for 16 programs and 35 applications. Prior to his tenure as the ESMC Portfolio Manager, Mr. Roberts held a variety of increasingly responsible positions at DLA, including Director of the Business Systems Center of Excellence (BSCoE) working with Industry IT Business System partners within DOD to look at innovative ways to develop and sustain business systems, and Program Manager of Wide Area Workflow (WAWF).
After graduating from Fayetteville State University, Mr. Roberts enlisted in the United States Air Force where he served as the equivalent to a civilian Contracting Officer for the 81st Contracting Squadron at Keesler Air Force Base. Upon separation from the Air Force, Mr. Roberts worked as a Functional Analyst Lead for contract writing at CACI, Inc. He then entered Federal service as a Procurement Analyst with Army Business Center for Acquisition Systems before transferring to the Business Transformation Agency in 2008 serving as DOD agency lead for Federal Procurement Data System Next Generation, and Deputy Program Manager of Federal Business Opportunities, and later Program Manager of WAWF.
Mr. Roberts holds a Bachelor of Science Degree in Business Administration and Management from Fayetteville State University in Fayetteville, NC and he is DAU certified at level three in Contracting. Mr. Roberts awards include the Air Force Achievement Medal, National Defense Service Ribbon, Outstanding Unit Ribbon, and Air Force Squadron/Group Company Grade Officer of the Year.
President Williams joined Hampton University in July 2022 from Leidos, a Fortune 250 information technology company where he served as vice president for Defense Group Logistics and subsequently as vice president and managing director of the $9 Billion global United Kingdom (U.K.) Ministry of Defense Logistics Commodities and Services Transformation (LCST) contract
Upon his graduation from Hampton Institute (University) and commissioning as a Distinguished Military Graduate into the U.S. Army in 1983, LTG Williams served throughout the Continental U.S., Europe, the Pacific, and the Middle East. In August 2020, LTG Williams culminated in his distinguished military career as director of the Department of Defense’s (DOD) Logistics Agency (DLA), where he led a global workforce of over 26,000 professionals.
Since returning to his alma mater as President the university has experienced a remarkable 44% increase in undergraduate enrollment and a 46% overall surge. His leadership is defined by a strong focus on academic excellence, innovation, and the enhancement of the university’s information technology infrastructure.
Beyond Hampton, President Williams serves on numerous academic and economic development boards and is a life member of several distinguished organizations, reflecting his unwavering commitment to service. His many accolades include the Defense Distinguished Service Medal, the Army Distinguished Service Medal, and recognition as one of the “50 Most Important African Americans in Technology” by the Journal of Black Innovation. He was recently featured in two prominent magazines, “US Black Engineer & Information Technology” and “COI Views” for his leadership and innovation approach to higher education.
President Williams holds a Bachelor of Arts degree in psychology from Hampton Institute (University); a Master of Science degree in business administration from the Pennsylvania State University, State College; a Master of Military Arts and Science degree from the Army Combined and General Staff College, Fort Leavenworth, Kansas; and a Master of Science degree in National Security Strategy from the National War College, Fort McNair, Washington, District of Columbia as a distinguished graduate.
President Williams is married to First Lady Myra Richardson Williams, a career educator and a 1983 graduate of Hampton Institute (University). Together, they have two adult children, Jocelyn Williams Cooper and Colin E. Williams, Esquire. Jocelyn is married to Mr. Gerron E. Cooper. President Williams and the First Lady are also the proud grandparents of their grandson, Micah.
